José Ignacio Gallego García

Master of Geological Sciences - Master of Soil Mechanics and Geotechnical Engineering - Hydrogeology Diploma

Mr. Gallego García is a geotechnical expert geologist with 30 years of experience in geotechnical projects at cuttings, fillings, foundations and tunnels, as well as in geotechnical supervision of works execution, either assisting Contractors or Owners.

His experience includes geotechnical research, calculation report and design of geotechnical measures for operations of a wide variety of types such as roads, railways, dams, pipelines, treatment plants, storage facilities, renewable energy fields, flag stabilization, and mining.

He has developed his activity both in Spain and abroad (Saudi Arabia, Colombia, Costa Rica, Portugal, Uzbekistan and Tunisia) with specific collaborations in Cameroon and Malaysia.


Jorge Chamorro Alonso

Since 1981 he has developed his entire career in the Water sector, starting his professional experience from the early stages, working on the commissioning, operation, and maintenance of the most prestigious WWTPs in Spain.

He is a former Chief of Wastewater Division in Canal de Isabel II, where he carried out a highlighted work on the research and development field of water new technologies.
He continued his career in CADAGUA – Ferrovial Group.

Mr. Chamorro Alonso is an advisor to the World Bank and the Inter-American Development Bank (IDB) for Waste Projects in LatAm.

Since 1997, he has been carrying out an important educational work at the Polytechnic University of Madrid and within prestigious training programs at EOI and CEDEX.

Jorge Fernández Izquierdo

Industrial Organization Engineer and Industrial Tech. Engineer, specialized in Chemical Process. University of Seville (Spain) - Currently CEO of JIT Medio Ambiente Ltd.

After 13 years working as an Engineer in the Spanish and the international market, Mr. Fernández Izquierdo decided to create JIT Medio Ambiente Ltd. in 2013.

He accounts a 20-year professional background in the water sector, both in Spain and in Romania, Kosovo, Montenegro, Serbia, Algeria, Libya and Morocco.

Environmental awareness represents one of the basic pillars on which he has based his work ethic starting in 2000, with projects for the treatment of urban solid waste and water treatment stations.

His experience covers the design and construction of wastewater treatment plants, sewage networks, drinking water treatment plants, and water supply and networks, as well as the commissioning and maintenance of treatment facilities.



José Luis García Chiclana

Over the last 30 years, Mr. García Chiclana has occupied several technical and managerial roles in engineering, industrial construction, and services companies.

In the industrial construction sector, in the field of hydraulics, water treatment and desalination, he has stressed the positioning of his company in new markets, as well as on the supervision and control of the different phases of development and execution of the addressed projects.

In the railway sector, he has actively participated in the development of light rail infrastructure, tracks, and electromechanical installations, as well as in the assets O&M, with particular emphasis on their maintenance and energy optimization.

Boban Djordjevic

Mr. Djordjevic is an expert in administering complete contract cycle, claim and dispute management, particularly skilled on FIDIC, ENNA, PRAG type of Contracts.

Manuel A. Alfayate Rodríguez

MEng. Mechanical Engineer – Polytechnic University of Madrid - Infrastructures Executive MBA – University of Salamanca - PhD Manufacturing Technologies - Judicial Expert

Mr. Alfayate started his professional career as Engineering&Maintenance Manager at TYCO and continued as Head of Construction and Maintenance at Carlos III University (Madrid). Afterwards, he has held different roles at several international companies: consultant at PwC, head of automation dept. at SIEMENS, Projects Manager at NIPSA.
He has been assistant professor at the Civil Engineering School (Univ. Politécnica de Madrid).

Since 1989, Mr. Alfayata has developed his career in the field of the commissioning and maintenance of industrial plants in various sectors, including the waste water one.

He has a consolidated international experience in water supply projects. His latest engagements have taken place in Saudi Arabia, at hydraulic infrastructure projects and in Montenegro and Kosovo, where he has led the commissioning of two wastewater treatment plants and a sewage network.

Ignacio López Fernández

MEng. Civil Engineer – Polytechnic University of Madrid - Hydraulics and Energy specialist

Accounting more than 30 years successfuly leading and managing infrastructure projects, Mr. López Fernández has held different management positions at several Spanish companies, both at a local and an international level.

He has broad experience at different types of civil infrastructure projects (hydraulic facilities, airports, maritime works, railways, roads, urban works, real state) which he has managed at all their lifecycle (tender, design, construction, commissioning and closeout stages). Mr. López Fernández may be considered an expert within the Spanish and the Northern African infrastructure markets.

On 2020 he founded "L&DP Project Management and Development", a firm which provides consultancy services to companies within the infrastructure and construction sector.

Philippe Rompillon

MEng. Civil Engineering – Polytechnic University of Madrid (Spain). PMP® and  Superior Technician in Labour Risks Prevention

Philippe's career, spanning the past 20 years, has developed, in its entirety, within Apoyo Técnico y Estudios S.L., a consulting firm specializing in hydraulic projects (dams, canals, hydroelectric power plants, water treatment plants, water supply & sewage networks, irrigation, reservoirs, etc.), as well as offering technical assistance and construction management on both a national and international level. Philippe, in his former position, which included stints overseas, took on both technical and managerial rolls.

In the fall of 2020, Philippe embarked on a new professional endeavour creating PHR Consult S.L., where he offers clients consulting services enriched by years of experience accumulated in the field of hydraulic and civil engineering.


Eduardo Cejuela Antero

PhD Civil Engineer – Polytechnic University of Madrid (Spain). MEng. Civil Engineering – Polytechnic University of Cantabria (Spain).

For over 20 years, Mr. Cejuela has occupied different positions in the public infrastructure sector. The many roles he has played encompass a wide variety of positions: from identifying the necessity of new infrastructures, developing invitation-to-tender documents, or control & monitoring the construction on the owner’s side, to managing bidding processes, signing contracts, or acting as project director at execution phase on the contractor’s side. All of that at an international level, mainly in the African continent and focused on roads, hydraulic infrastructure, and water treatment facilities.

Mr. Cejuela has held the Country manager role for an international contractor acting as its sole administrator, managing a budget of 60 million euros, and taking the responsibilities of a Technical Director, a Procurement & Logistics Director, a Business development Director, and an HR Director.

He is currently an independent consultant for international projects and an active contributor to UNOPS at evaluating risks and performance of its construction projects and local offices.


José Alberto Colino Fernández

Doctorate Degree by the Polytechnic University of Madrid (Spain). Master Degree on Natural Resources and Environmental Studies by the Southwest Texas State University (SWT) – San Marcos; Texas (USA). Postgraduate Degree on Agricultural Meteorology by the Catalonian Polytechnic University (UPC) (Spain). Master Degree on Agricultural Engineering by the Polytechnic University of Madrid (Spain). Postgraduate Degree on Engineering and Environmental Management by the School of Industrial Development (EOI-Madrid)

Professional Engineer and PhD. with more than thirty-five years of working experience, with both technical and management duties developed in Spain and abroad: Libya, Morocco, Mauritania, Senegal, El Salvador, USA, Saudi Arabia, Palestine and Turkey.

From 1984 to 2000 Dr. Colino developed his professional activity within the private sector as an engineering consultant, been involved in numerous projects related with Water Management: Feasibility Studies, Conceptual Designs, Detail Designs, Construction and Operation of drinking water and Wastewater facilities and irrigation Systems. From 2001 to 2013 Dr. Colino was involved within the governmental sector, been part of the management staff of a Water Management Agency depending of the Ministry of Agriculture in Spain. 

Since May 2014 Dr. Colino has been working in Middle East: Saudi Arabia, Palestine, and Turkey, in water management projects as Technical Team Leader and Project Manager. The main scope of the projects during these years have been the privatization of water services, the implementation of Governance Structures, organization of the Donor’s Pledge Conferences and preparation of tender documents for water projects and the development of river basin management plans.
